Practical Implications of Rep. Goodlatte’s Proposed “Offer of Judgment” in Patent Suits

House Judiciary Chairman Bob Goodlatte (R-Va.) on May 23, 2013 released a discussion draft of legislation designed to curb abusive patent litigation.
